This is updating a previous comment I made. The number is definitely Social Services but you cannot return the call to this number directly as it seems to be a main switchboard and is constantly engaged - you need to have the extension for the person who contacts you. If you don t have an answerphone then you will have to answer the call to find out who exactly is calling and for what reason.

Scam, she/he tries to buy second-hand items sending false bank account transfer emails and saying that you need to ship the item in order to unlock the transfer.
on 22 june the above number 0161 8735544 rang my son and said that an amount of ?1500.00 was waiting to be claimed fir whiplash for a accident he had in 2009 foulishly he gave them details including his mobile phone number and said they will ring him on monday 25th june to follow this up. SCAM Call starts with an automated message telling you that there is an arrest warrant out for you for underpaid tax and tax fraud. Continued the call to confront whoever initiated the call, and it follows through to an Indian call centre purporting to be HMRC. Do not give any details to these scammers!
