This number claimed to be from Visa fraud department - definitely a scam!
message begins "Barclays, Lloyds, TSB...". I have reported it to the Information Commissioners Office (IC0) at ico.org.cuk. I personally believe that these people should not be permitted to have these numbers unless they reveal their identity.
