I don’t answer unknown numbers so I don’t know who this is. However, I did block a similar number a few days ago when I was expecting a call from a doctor and accidentally answered an unknown number. It sounded like a young-ish black man and I told him I wasn’t interested in what he was selling. Then I blocked the number. This is a very similar number.

Called today 21.07.23, Indian sounding call centre claimed they could save me 30% of my O2 bill, I am not with O2, and when I asked where they found my number they said it was from a generated call list. My phone has the function of bringing up the business name when a call comes through, so when I proceeded to tell the caller that the actual call seemed to be coming from Gibb & Evans, he became a little confused! Fraud scam. Scam insurance crash call. The call operator was obviously very new at this. Fumbled and stumbled his way through the script in barely understandable “Hind-lish”. I stopped him and told him he was really terrible at this game, should stop now, he’s not cut out to be another sh*tty scammer. Told him his parents would be ashamed of him. Scam call, spoofing Starling Banks number from abroad, first they will make a small transaction from Groupon or Amazon to make it look as if they know fraudulent activities has taken place on your account and how much for, then they will claim a much larger amount has been attempted but cancelled by them. Once they have you in they'll attempt to extract details of your account, please hang up and call Starling back if this is the case!

There was a call from this number to my mobile number. The line was awful but there was someone on the other end with a strong Asian accent, which added to the bad line, I couldn't understand a word they were saying. It's a Garstang number and I don't know anyone or aware of any business in that area, so presume the call was a possible scam call.
