I never answer anything which reports INTERNATIONAL on the caller display. My belief is that they are using a proxy international line so that they can charge high rates, just for getting you to answer. This activity is CRIMINAL and should be shut down NOW
There was a long delay in answering after I picked up and a crackly line suggesting this had been re-routed to an international call, the voice was not a native English speaker, possibly Asian but can't recall what he said. I just hung up.
