I personally believe that these people should not be permitted to have these numbers unless they reveal their identity. rang once,told them not interested, then rang back straight away i did not answer, then they phoned again my partner answered said i had just left accused her of lying and laughed rudely repeating you re lying, she gave them a few choice words back and hung up.
