Scammer - picks a common name (like Julie) and if you know one (as I do) they pretend Julie has a new number and tell you to delete the old number. Then they ask you to send the details i.e. names and numbers of everyone you both know - so they can be scammed (and they will as the scammers will then have names. I sent them details of Mickey Mouse, Donald Trump and the Queen. DO NOT GIVE YOUR FAMILY AND FRIENDS NUMBERS OUT

The number is a marketing company using automated surveys i.e recorded messages with press button that for this and press button this for that type responses. In my case, the survey related to using a NatWest service where I had supposedly contacted a NatWest call agent to discuss some aspect of my bank account. Automated call bot that said it was from tax office and I was being investigated for fraud and an arrest warrant issued. I pressed the number on to learn more information and the guy who connected wanted personal info to confirm my identity. Thought it was a scam after that and it turns out I was right. Glad the phone cut off when it did.
