Seems to be used for some really wide-scope telemarketing call center - this range of numbers 118328xxxx (common feature, they use more numbers of the same range) is mostly reported with very sophisticated robocalls, sometimes classical RTA - ''you have been in a car accident'', sometimes Microsoft support - general computer support, in most cases unsolicited. Scammer - picks a common name (like Julie) and if you know one (as I do) they pretend Julie has a new number and tell you to delete the old number. Then they ask you to send the details i.e. names and numbers of everyone you both know - so they can be scammed (and they will as the scammers will then have names. I sent them details of Mickey Mouse, Donald Trump and the Queen. DO NOT GIVE YOUR FAMILY AND FRIENDS NUMBERS OUT
