This seems to be some good working money trap, similar numbers are reported as robocalls, fake wins, scam offers (in most cases some financial offers). For sure some general call centre. Scammer - picks a common name (like Julie) and if you know one (as I do) they pretend Julie has a new number and tell you to delete the old number. Then they ask you to send the details i.e. names and numbers of everyone you both know - so they can be scammed (and they will as the scammers will then have names.
