This is police officers radio which goes point to point into landline hence the number. Its from there radio handset and its a set number.

Scam call - recorded message from HMRC telling me about some fraudulent activity - I hung up

Cold called by them - signed up to telephone preference service - told them what they were doing was illegal - and that I would be reporting them - they put phone down on me

This number is for "Consumer Compensation Bureau".
