I was instructed to press '1' to speak to an advisor but I hung up instead and reported the call to ICO.org.uk. I am hoping that this is not somebody's private number being cloned.

This is actually Santander. I just had £400 of bank charges refunded by them over the phone and had my online banking on to check the refunded had been made at the same time. They asked for part of my date of birth and address, which they have to do to check the right person answered the phone.
