This number should be a landline from Tyneside. I haven't found this number directly, but a very similar number (01913810059) is used as a hospital appointment reminder for different hospitals, probably also this one serves for the same purpose?
They want you to call back, I didn't. I guess they make their £ out call-backs. I am receiving more rubbish calls with a local STD, guess these people are now using the local codes instead of 0800, 0863 etc
