This is a recorded message visa scam which is clearly deliberately spoofing with an unidentifiable number.

missed call when i rang it back line just goes beep then cuts off. Bad sign - trustworthy companies have a recorded message explaining who they are, etc. Did a bit of research - very worrying. consumer websites show people being asked for their bank card details then fees being debited that they werent expecting. Sounds like a scam or at least very, very sharp practise. Avoid answering or block number, is my advice.
