this caller did not withhold this number the first time i did call back the caller held on the line with nothing been said, the second time this caller gave heavy breathing i then folowed by hanging up the phone

Number showed as missed call and a blank voicemail was left for me - upon returning the call, the number apparently doesn't exist? I suspect its some spam mobile used for outgoing calls, that doesn't accept incoming calls.

It IS Sky and if you ask them they will openly state they got your number from a third party. IE, they bought it. Have you done a survey of ANY kind? If so that is how your number is passed to them. They will apologise and remove your number from their database if you request it.
