This number seems to be from Dagastan in Russia. As I don't know anyone in Russia I would suggest it is a scam caller. Fortunately I got it as a missed call.

SPAM - Welsh man from call centre said he was from Protective Life (or something) told him I wasn't interested and to take me off his list. Started getting very aggressive and kept asking why and did I even know what the call was about. Told him not interested and he then got angry and called me a whore. Scam call - offering latest iPhone Pro 14 for £35 a month - aparently running a special promotion. I suspect a phishing attempt to collect personal information, debit card/bank info - caller hung up after saying "How does this offer sound to you" and I replied "I am fine as I am thank you", he repeated - "You are fine as you are" and call dropped.

Indian accent claiming to be EE running a promotion. He ask for some pretty personal information. Name, address etc things EE should already have on file. Did not know the branch he was working from and was pretty adamant to get card info to enroll for the so called promotion but I had already picked up that it was a scam so no information was provided.
Voice message left-sang a short chat then said something unrecognisable followed by "for what". Phone blocked it as spam.

Claim to be from the Driveway Centre in Southampton about doing a brochure about their resin driveways. Wanting people to have driveway done so cold calling. We are registered with TPS so when asked why they didn’t check this he put the phone down!

14th Feb 2024 at 1148 - Call claiming that our loft insulation was reaching the end of its warranty life (20 years) and they would like to inspect it - when I told the man that the house was not built 20 years ago and that we did not have a loft, the man rang off immediately.
