This is a telemarketer who called using an automated dialler which means that the sales team are not making the calls, a computer is, once getting through to the customer (me in this case) the call is then put through to the Sales Operator who then tried to push his sales pitch. This failed on me who is aware of stupid auto diallers. If there is ever a pause before they answer it means it is one of those stupid autodiallers that trys to make companys as much profit as it can. Apparently as soon as you answe

Claimed to be calling regarding government sponsored loft insulation we had installed, when asked the date of the installation he disconnected the call
Got multiple calls to my landline. Tried calling them from my mobile and they hung up as soon as they answered. Called them from my landline and they said, Is that Mr Hepburn? I answered, No. and they said, Sorry, I must have the wrong number. and hung up before I could say anything. Very suspicious if you ask me.

I couldn't find any info for this specific number, but there are two facts : people do search for this number which can be seen from different similar pages, and there are more similar numbers reported (just last 2 or 3 digits alternated) - so I assume this should be the same call centre. Probably calling with different offers for different comapnies, but for sure some general call centre. I recommend to block the whole 1515591xxx range... Did someone answer any number of this range?
PPI claim company. He was a fast talker and polite, but hung up abruptly when I said no I did not wish to continue this call.

Called my mobile, some foreign guy, I could hard,y understand what he said but they knew my name and said they were from an insurance claims company and wanted to talk to me about a recent car accident claim, I haven t made any claims do I hung up and blocked the number. Isn t it about time this useless government put a stop to these insurance scammers?!
