This is a scam number, and probably all numbers 023821464**. Asian sounding voice said he was from "Amazon Fraud Department" and that my account had been compromised (I don't have an Amazon account). He quoted, correctly both my mobile number and my house phone number. Told me that the account would be frozen. Then I asked her for a company address, her supervisor name, when I could meet face to face, etc, etc. After me calling her back 5 times, the phone number was disconnected, I will try again later! :D I really hope she can answer all my questions, before I hand over my personal details!
