They usually work for some third company and call with offer of some goods or services for the actual company they were hired for. In this case the number is mostly reported in connection with prepaid meters, just another call center...
No idea who called as we have a phone guardian so unknown numbers are intercepted except for a couple which are announced giving us the option to accept or reject. The phone does not even ring. The only way we know someone has phoned is when we pick the receiver up and it shows there has been a missed call
