I m 99% sure its a machine collecting numbers to sell on to other companies. If it rings it puts the number on a database some people answer the phone with a name that s more details passed onto the database.

This is police officers radio which goes point to point into landline hence the number. Its from there radio handset and its a set number.

Very aggressive attempt to interest me in IVA arrangements. They say they are calling everyone over 18. I said that must be about 40 million people, and how do they know I m over 18. I used to work for Stellar (temporary after redundancy). It was an awful job that paid minimum wage with no bonus. One thing I can say about them is they are genuine partners of BT which you can see at bt.com/partners. The agents that call you have all received training of a higher standard than BT agents as they wish to protect their contracts and we actually did genuinely want our customers to get a better deal.
