its an american automated voice, definitely not HMRC. Suggest you do not call them back. Contact HMRC directly for confirmation.
I got a new phone line when I moved house and this number keeps calling - just about every working day. I have explained that the number is new to me and the house any anything they want must relate to the previous user of the number. This has not deterred them and they call most days. I have had to get a call blocker to stop them.
