These callers are persistent, aggressive and thoroughly unpleasant [We have received 40 calls all from different numbers ranging from Ireland to Yakutsk in the Russian Federation]

Seems to be used for some telemarketing call center - this range of numbers 15137528xx (common feature, they use more numbers of the same range) is mostly reported with PPI / Back on track loans / accident chasers from Liverpool. Just block it if not interested (I use the app from these pages, no problems). Folks did they call you with the same or something new?

Can't be authorised by the FCA as they're based in Zurich and cannot obtain FCA authorisation and need to warn customers of this.
They say they are from TalkTalk and want to access my computer to rectify a fault on my router. I contacted TalkTalk and it's definitely not from them. They also offered me a £125 credit. Total scam!!
They said they were HMRC and would take legal action on a generated voice.
