This is a suspect rogue number, trying to trick you into giving your details.
Strange voicemail left, someone repeating a garbled word or two then laughing. Background sound like a call centre. I haven't any idea who it was or if they were even speaking English.
Possible scam. Women said she was from Amazon and they'd noticed unusual activity on my Mum's account. Told her to press 1 if she hadn't bought something for £700. Mum was suspicious, rang off, got the number by dialing 1471 then rang it back. Women who answered refused to give her name and said she hadn't called Mum and didn't work for a company.

Advice to anyone receiving sh*t like this: If you're really concerned it might be genuine, just phone your bank using the number on the back of your debit card. Then! "Jack" called from the "Credit Investigation Department"... I asked which company this "Department" worked for, which at first he wouldn t answer. Eventually he said it was a UK Government Agency... When I pressed him further and explained that I signed up to the TPS and he should not be calling me, he told me to "Shut up and listen!". When I laughed at him and told my colleagues around me what he d just said, he hung up (unsurprisingly!)
