I received a text from this number which is most likely phishing. The text was written in Swedish (I live in Sweden) and stated that I had an unpaid parking debt and provided a link - which I didn't follow. The link was "http://Inbq.link/ZYSDt8" I have no parking debts so can only presume that the link led to a site asking for my bank details.

Calling is pointless...a recorded message asks for your number and a message then hangs up. Charges continue to rack up. I had to call my network to block 3rd party charging.
