This is a debt collection company. Often long term or aging debt is sold and the purchasing collection agency makes profit by aggressively chasing that debt. They use any data they can get to bug you typically to begin with by using automated dialers and recorded style messages. They do not check the age of the data or if they do they ignore it. This number comes from a agency in London working on behalf of the times newspaper. If you answer them tell them you want their registered address so you can bill them ?10 per minute, that ll get rid of them, but if the do recall then send them a invoice sent as tracked, and they have to pay you if you pursue to a small debt court.
