Seems to be used for some telemarketing call center - this range of numbers 20331881xx (common feature, they use more numbers of the same range) is mostly reported with accident chasers, insurance marketing - "Have you been involved in a car accident that wasn't your fault?". They claim to be an energy company trying to frighten you regarding loft insulation. This is obviously a scam trying to lure people into parting with their hard earned cash whilst annoying them with phone calls everyday!!!
