SCAM This number looks as if it was local to me, but it was not. Strongly accented lady said she was from Virgin Media about the "poor performance of the internet connection". I told her I knew it was a hoax call and hung up.

Seems to be used for some telemarketing call center - this range of numbers 12179700xx (common feature, they use more numbers of the same range) is mostly reported with Claims Advisory services - PPI claims, insurance telemarketing. Just block it if not in
3 calls in 4 hours.. From telephone preference company. Indian call centre as there is a pause before they connect to you. Hung up before they could get going on the sales pitch.
Probably a scam. Pretended to be from HMRC, regarding tax fraud and threatening that an arrest warrant had been issued for non-payment.
