Caller claimed to be from Vodafone, the phone line was poor quality, asked for my PIN number on the account before doing anything. I hung up.

Her Majesty's Inspector of taxes would not phone if there was an issue. They would write to you. They know your address, but fraudsters and scammers like this do not.
