Seems to be used for some telemarketing call center - this range of numbers 15137528xx (common feature, they use more numbers of the same range) is mostly reported with PPI / Back on track loans / accident chasers from Liverpool. Called me today regarding an motoring accident last year which has been concluded. I asked them to remove me from their database and not to call again. I ve had a further 4 calls in the last 4 hours from them, one was the original operator. Total harassment from this company and reported to the ICO.
