My parents, both in their 80 s, have been receiving calls from this number. Often early in the morning and in close succession, there is silence, giggling, but no communication - very disconcerting for them. Unallocated number so definitely a scam. These calls use spoofed numbers but originate outside the UK. The scammers can spoof any number they want. Ignore it or block the number...
