People may wish to repay them the complement by calling them back repeatedly and hanging up after a few second of them answering. If you have the time, inclination and unlimited calls that is. This seems to be some good working money trap, similar numbers are reported as robocalls, fake wins, scam offers (in most cases some financial offers). For sure some general call centre.
