From my knowledge in working in contact centres/sales I told her to stop the call and to do some research. SCAMMERS trying to rip off anyone they can. Seems to be used for some telemarketing call center - this range of numbers 16043109xx (common feature, they use more numbers of the same range) is mostly reported with insurance marketing, accident claims, PPI, financial management (loans/debts) - just usual stuff.
