I answered because I was expecting an important call. This call was silent and I won t be responding to it again.

Trying to dial the number gets a message that one should "check the number and try again" because the number is invalid (which I hinted at being possible). This, to me, confirms it is a scammer, attempting to appear a valid UK caller but failing as they are unfamiliar with the rules for UK phone numbers.
