This person is fraud, he called you and will ask money for several reasons.
Dangerous. Automated call wants you to press 1 to all credit payment of x hundreds to go through.
SCAM / SPAM This was an English speaking polite male telling me that the Government funded insulation in my loft could be causing damage to my property and he wanted to arrange a visit to examine it. Fortunately before the call went any further he mentioned the "foam insulation" and when I said it was not foam in my loft he rang off. OBVIOUSLY A SCAM. He didn't get round to asking for bank details but I am sure he would have it I hadn't realised what he was up to.
