Got a call from this number claiming to be from my Mobile Phone provider offering an upgrade. As I am on a PAYG tariff (satisfactory for my needs) I politely declined their offer and hung-up. If and when I want or need an upgrade I will decide which Company to approach.

These people will just not go away. They are trying to get your personal info and they are crap at it. Presumably they are better at paper fraud than they are at acting. I don t know how they make any money but they must do because they keep calling back or maybe they are as stuid as they sound. They sound drunk half the time. I get multiple calls from these per day for the past several months. I usually don t pick up but today I did. They got my name wrong so I told them they had the wrong person. When I asked who was calling they didn t respond and insisted on asking me a few questions. I refused so they hung up before I could tell them to take my number off their data base.
