It's the tedious call back scam where naive people (marks) call back thinking that it's a local/national number when, in fact, the return call is redirected to a premium rate number without the mark's knowledge. Works well with the drunk, those on drugs, the vulnerable and Boris voters.
Number appears on a fake PayPal 'You've got a money request'. It is part of a warning that there has been suspicious activity on your (PayPal) account and to call this number - +44-808-196-3116. This is a fake warning added by the scammers, it is NOT a legitimate message from PayPal. If you call the number the Operator will ask to have access to your PC. This is likely where the scam will take place; either malware, key logger or worse.

I am suspicious of this phone number. The man phoning spoke good English with a strong accent and was convincing. He told me he was from AV (antiviral program) and that my recent payment of £149 had not gone through. He offered me a discount policy at £29 for the next year. Smooth talking guy, asked for me by name. Wanted to talk to me regards my BT bill. I asked him what the problem was. He said no problem, I am your BT agent and could do a better deal. I said to him "but you aren't BT are you" and he told me he was authorised, had a number etc etc. Didn't seem too pleased when I said to him "You are not BT you are JTalk and hung up. Rang back but I let it ring out. Don't need to do business with a liar.
