This number seems to be used for a classical telemarketing, or it is a directly some general call centre. They usually work for some third company and call with offer of some goods or services for the actual company they were hired for. In this case the number is mostly reported in connection with insurance marketing, car accidents.

I am moving from BT because of horrific service. I received a short automated message from BT - stating that they were taking over my line. I called to query this. The guy who answered verified my number, but it was not my number. I told him it was not mine and he abruptly hung up. I called back - the second call handler couldn’t understand the situation and became annoyed and hung up. My phone rung again and it was a scam call centre from abroad offering to cover my washing machine but I was to pay today.
This company should be banned for life by disturbing others, calls are at late night.
Have had a spate of similar calls in the last few days, all mutate slightly different numbers. Added to blocked list, but obviously not legitimate. BEWARE
