Ignored call. When I called it back it said the number was not recognised!

I recieved a call from a company introducing themselves as Energy Helpline and stated that they were looking to help me out on my Home Phone and Broadband bills. They convinced me to switch to another provider and that I had to pay an amount upfront for an activation fee? Is this normal? Then they stated they had a power cut as soon as I gave those details and they then had to ring me back? Sounds suspicious if you ask me, it has been an hour now. What is happening???

I doubt that very much, also pet peeve but called me by my first name which suggests they have more information than I would care to give.I had to stop his spiel to ask him to remove my information which he couldn t do so I ve hung up. I Reported this number to talktalk. , they are scammers. And got abusive when I told them police were involved.
