It's a cold call that tries to persuade you to install this type of loft insulation i.e. spray foam. The caller said that it's part of a Government initiative to supply every home in Britain with this type of insulation. However, I don't believe this - I suspect that this is just salesman's patter.

I was just called by somebody saying they were from UK Financial. The said they had a cheque for me for money i was owed from bank charges. They knew my address then asked me to confirm my date of birth. I told them i was not giving it to them as i had never heard of them. When i said this they hung up!
