Definitely a scam. Neither BT, Openreach or any other provider will call you about technical issues unless you contact them.
Deepest apologies - it turned out to be a perfectly legitimate company responding to an enquiry that I had made.

When I jokingly replied that I was from Microsoft fraud department he ranted down the phone at me for 15 minutes in abusive language before he eventually hung up.
