Over the past two or three years I have told them several times not to call me, and to delete my details from their database. They state that they will and it will take a few weeks. My definition of a few weeks is roughly around a month. Their definition is obviously a lot longer - I left them about three years ago, and they still insist on calling me and sending me junk mail. This is a debt collection company. Often long term or aging debt is sold and the purchasing collection agency makes profit by aggressively chasing that debt. They use any data they can get to bug you typically to begin with by using automated dialers and recorded style messages. They do not check the age of the data or if they do they ignore it. If you have made a comment, or complaint, about a road or pavement, either by email, letter or telephone, this is the generic telephone number they will call you back on.
