I Reported this number to talktalk. , they are scammers. And got abusive when I told them police were involved.

I ve received 3 calls from these idiots - two I failed to answer but after reading posts on sites like this decided, for my own amusement, to answer on the third call. The chap on the other end rambled on about insurance and said he was from a company called Red Star. When I asked who Red Star were he got quite abrupt/aggressive. From another site it's a Cardiff code and a recorded voice suggests it's an hmrc source, but number it says to ring is a 0161 No. Advice is don't ring.

Just received a call from these people claiming to be providing access to some sort of discount club and that they would send a welcome pack in the post. They asked how many holidays I have a year and whether they are abroad or not (in hindsight maybe that’s to determine disposable income). They asked who I bank with and I refused to answer. Ambulance chasers. Called on pretence that it was about an accident I'd had a past 3 years. When I said the database he had was wrong, caller just hung up.

This number has called me today 08/11/2018 for 5 times between 10.56 to 12.44 UK time but because I blocked any number started the code +441, it is all rejected.
