They fail on DPA/GDPR as don't seem to understand the principles of validating they are speaking to the account holder. They don't have access to account information such as account numbers, billing area codes etc.

My TRUECALL device received a call from 01924215367 today. Its operating system would have asked who is calling before asking me whether I wished to accept the call. Missed call - Unknown number. Rang but left no message. I never answer unknown numbers due to the volume of scams. Any genuine caller would leave a message. Any polite caller would leave a message. Therefore this number is from a person who is neither genuine or polite. Not someone I wish to talk to!
I had one called ruby (again indian sounding), my washing machine warranty was ending, let her go through all the spiel re cost etc, after shed finished I said I will take the highest cost one, but on one condition... tada, drum roll..... she tell e her real indian name and where in india she was based.. but, but, but lol,,, then as she kept speaking, i kept talking over her asking her indian name and where in india she was based and that it was a scam. she then told me to shut up then hung up on me :(
