Also why is it always from a Manchester (0161) code. I think I can safely block all Manchester numbers...

This is a debt collection company. Often long term or aging debt is sold and the purchasing collection agency makes profit by aggressively chasing that debt. They use any data they can get to bug you typically to begin with by using automated dialers and recorded style messages. They do not check the age of the data or if they do they ignore it. Accident Claims company, got my details from national accident data and despite being told not to contact me on numerous occasions, have again rung 3 times today!!! they refuse to tell you anything about why they are ringing until YOU GIVE THEM information! such a rude Pain in the ARSE!!!
