Almost certainly a scammer. Use the call-blocking system on your mobile or your landline if your provider offers this.

Called by a Welsh lady saying they were handing out free grants for loft insulation -- did I have loft insulation? I immediately smelt a rat & asked who was calling. A gentleman called repeatedly asking for the owner to approve grant money despite non consent to receive the call in the first place. Very rude on the phone.
