This number rang me at 1102am today, did not answer as I did not recognise the number, and it is not in my contacts list. Thought it was a scam call and I may be right judging by the search results.
Carphone Warehouse supposedly. Said I wasn't interested & not to ring again and he ended the call.
Said he was from 3 UK but I'm on 3 and he was asking what plan I was on and how much I was paying, if he was from 3 UK he would have known ????

This number is from a batch of similar numbers: 07488871686. 07488871703. 07488871758, 07488871735, 07488871757, 07488871649, 07488871624, 07488871560, 07488871705. Many have been missed calls and the rest I let ring out. I rang back and they all have had an answering machine with the same female voice putting me in a queue and at no point saying who they are. Whoever they are, they have the ability to have or create many numbers. They get blocked and move onto another number and call back.

Not sure tried to call it back and its saying they are but I did call the acutal British Passport office and they have told me that this number is FRAUD! so do not give any information of yours! to 02038597401 this is a fraudulent number. It's a scam - someone claimed they are calling from O2 Chinese Customer Service center - they even know my personal details (e.g. name, number, email) and say I am involved with sending spamming text so need to file a record with chinese police. They gave me lots of details to verify their identity that makes them trustworthy. However, I reconfirmed with O2 that this is not their CS number - so it's only a spam call. Beware!
