This number seems to be from Dagastan in Russia. As I don't know anyone in Russia I would suggest it is a scam caller. Fortunately I got it as a missed call.
Fraud purport to be BT openreach and after prolonged instructions on front of computer ask to download and run "anydesk" which is legitimate software but not in the hands of these con artists.

But the 121 message service only catches the end of the message which asks you to press now to avoid court proceedings. Therefore this appears to be a Scam and the number should be treated with extreme caution. I ask my name and she didn't know my name from the app , I told to check the app and after to tell me my name , and she tell me different name . I don't know what I say but I blocked .

The caller was warning me of dangerous transactions on my card. Amazon and overseas transactions. My bankers would not deal with this sort of matter by phoning my home phone number.
Asked for me by my first name, (the cheek of it). Then claimed to be from social housing repair, as we all know there is no such company (a legit one anyway). Furthermore, I know that my landlord do not deal with anyone that would just cold call tenants, especially one that uses an asian call center. Yet more thieving scumbags who should be ashamed of themselves.
