They require a fee, pay the fee and you get the prize of a empty bank---then they are able to block your number. withhold your number and complain and they will just keep hanging up when you call. I answered this as it was my local area code, but turned out to be PPI claims. The guy had a northern accent, possibly Bradford area, which is unusual here on the south coast, so I reckon that this number is spoofed.
