Apparently HMRC - not! Said same as others reported that you were now in a legal case and house under surveillance!!! Illegal not to call back! Goodness knows what the scam is but don’t ring - block. They rang my partner’s phone not mine but I said we should report so others know too. Don’t trust anyone you don’t know I would say and let it go to answerphone. Then you can delete and/or block.
