Automated call bot that said it was from tax office and I was being investigated for fraud and an arrest warrant issued. I pressed the number on to learn more information and the guy who connected wanted personal info to confirm my identity. Thought it was a scam after that and it turns out I was right. Glad the phone cut off when it did.
It is a voice recording system that records what you say, plays it back to you and then hangs up.
