This number when called back tells you that you have dialled an incorrect number. My opinion is by experience that it’s a spam number. Usually trying to sell something or get details from you for insurance or PPI claims. I have blocked now.

These people have taken in excess of £192 from my mobile phone account. I have now contacted my mobile phone company and made a complaint and the phonepay consumer to make a complaint. Be very careful. Texting STOP doesn't work. I am now writing to them.
