Got a similar call a while ago and checked with actual Three and they didn't know anything about it. I said I'm in the middle of a business contract and I don't need new phones and they hung up on me.

SPAM - Welsh man from call centre said he was from Protective Life (or something) told him I wasn't interested and to take me off his list. Started getting very aggressive and kept asking why and did I even know what the call was about. Told him not interested and he then got angry and called me a whore. Told him where to go and number blocked.
I believe the email I received regarding a BT bill is a scam like several previous ones as the address is not a BT one. This is the phone number quoted in the email.

Caller claimed to be from BT openreach calling about internet issues. They asked me to run a speed test and when I said I had 69 download and 18 upload they said that the difference was an issue. It's a number for Royal Mail Slough delivery office, so should not be being given out by Ali express. Don't ring it, they must keep the phone off the hook because they are tired of all the calls they get through (incorrectly). If you want more info then just ring the normal royal mail customer services who will tell you if the tracking number is valid but only confirm whatever the Royal mail tracker says (which in my case doesn't even show that parcel has been sent to Royal Mail).
